No, the 2003s are not the same bulb housing.
I mean, the are the same actual glass "bulb" but the 03s install differently. The 05-09
twist in, a different housing, and a smaller 3-pin connector. The '03 sets in, and an
external twist on ring holds them in place.
They are not compatible with each others headlamp housing.
