I hit mine with a scotch brite pad, then Duplicolor primer, then cheap Krylon flat black I already had. No issues yet and I live on a gravel road. Sorry you're having trouble with yours.

Yep, heavier coats take longer to dry, so you're back to square one...
The common mistake people do is to load up the first coat.
The first coat is the "bond" coat only, especially with non catalytic paints (rattlle cans etc...).
Do not try to cover everything with the first coat.
Let all the reactions/contaminations be locked in that first coat, then you can build up from there.
