"Aggressive city driving" and you're concerned about lousey fuel mileage? I'm sure there are plenty of shrinks in NY if you still don't see the nonsense here...
Begin keeping records at every fill-up so you can hand-calculate AND be sure to reset the onboard at the pump at each fill-up. The onboard is good for relative readings but won't help worth chit if you never reset it or reset it in between fill-ups. Your most accurate info will come from hand calculations.
I can average about 26 MPG highway and rural mixed driving but only 15-17 MPG with aggressive driving, mostly city, with my 4.6L. Throw ethanol in to the fray and mileage will drop by as much as 4 MPG when compared to identical conditions with non-ethanol fuel.

I know where you are coming from, I've never put more than 12-13 gallons in even when getting down very close to 0 to Empty, the 2008 is also supposed to have a 16 gallon tank. best I can guess is that there is at least 2 more gallons in the tank when it hits 0 to empty. As far as comparing gas mileage the the people who report numbers in the 20's aren't driving these cars like their meant to be driven. I'm getting between 14-15 right now.

Ya I pretty much the same. I get 12-13 in town and 24-25 on the hwy. Most of my driving is only in traffic so I get about 170 miles for every 14 gallons, however my gas light comes on when I have about 4 gallons left.

reset your mpg counter, drive conservatively on a full tank, (try doing 60mph on a highway) once it says 25mpg you'll see your xxx miles to E change to around 300-375 miles.
like someone already said, at 50 miles to E that means you still have 2 or 3 gallons till it hits E, and there is still about a gallon left at that point.
Right now your mpgs on your car is probably showing something like 16-18mpg, 16mpgx15gallons=240, 18mpgx15gal=270 since it doesnt count that last gallon in there it is only multiplying it by the 15 gallons.

The XXX to E is also based on what the last driving was like. All in town and aggressive, the computer thinks you are going to continue driving in that manner for the new tank. Once you lighten up or cruise on the highway, it will adjust the next tank based on that.
Never bought the car for MPG but my aggressive in town can be as low as 14 to 15. Then, by just using 1...3...5....for shifting, I can drive the same roads at 18-19 mpg. Got 21 once that way in town. Not as much fun but an interesting experiment.

For those of you who often run almost to E--Didn't your momma tell you that the fuel pump is cooled by the gasoline in the car's fuel tank and that it is prone to overheating if there's not much fuel in the tank?

I just get a kick out of those that use the "miles to empty" reading as if it had any accuracy or was helpful in the least. Filling the tank when it's half empty vs. filling it when there's about 1-2 gallons left doesn't save you a penny. You still use xx gallons of fuel to go xxx miles, period.
