Well ^ is right .. you can have 1000 hp . but its not gonna get you anywhere if you can't use it .. and again .. what are his power goals in the long run etc... if he'll be happy with 400 rwhp .. slap a blower on it for now with a conservative tune say 340-350 rwhp and get him some nice fat rubber for the rear end .. however .. If he can't do the install and tune himself . .that 4 grand isn't gonna get him much further than some parts ...

Like we said .. with a 4000 dollar budget .. a blower doesn't make the most sense in his case .... Unless his future goals are different from what most of ours are...
For the 4 Grand, he can get a set of tires, some weld in subframes, lower control arms.. his choice of lowering the car ( springs, new or cut ) panhard bar, tower strut brace, TB and plenum, instake, gear, and a 100 wet shot ... and be plenty fast for the time being ... I mean .. he's really not going to get far with a blower on 4K esp if he's an average joe who can't do the work himself ..

I'm gonna say the following...
short throw shifter
springs
catback
midpipe
cai
tuner
rims (just a lil bling for the car)
tires
gears
subframe connectors
throttle body
Give or take a lil, by the time you get that installed (if your not able to install this on your own) I would guess total cost to come out close to $4k. This would still leave the option open for a supercharger later on if you decide to go that route. I'm not a fan of nitrous so thats why i didn't include it on the list. It just really depends on what route you wanna take.

D/R's, Nitrous(All the goodies), Full exhaust, suspension, gears. deep 12's easy. $$$ left over for bling. That bling stuff should be second.
