Default Parking Brake Issue

I have a 1999 ford mustang convertible GT. In order for the convertible top to go up and down, the brake light on the dash has to be on. Well when i pull the parking brake it lock in and the car wont move but the light doesnt come on. I cant figure out why the brake works but the light doesnt come on. Does any one have any anwsers for me. Is it a sensor issue?

Maybe a fuse or blub blown? I've got an 02 Vert and, correct me if I'm wrong, but I don't think the dash light needs to be on to work the top.. If you just set the parking break that should do it... shouldn't it?
