Default steering pump noise - 2004 Ford Mustang

I have a 2004 Ford Mustang. Since December 2007 it started to make a buzzing noise. I had it checked and was told it was the steering pump so I had it changed. Was told to run car for 500 miles and the noise would stop. The noise didn't stop. I have since changed pump twice and noise still there and it is very annoying. Any suggestions? Thanks.

If you changed it 3 times it isn't the pump, look elsewhere.

An understatement

Did you bleed the pump after the install?
Generally you turn the steering wheel all the way toward one end, hold it there and then slowly turn toward the other end hold it and return to center.
Check the fluid after doing this and if it still buzzes, try again.
