Help, Car won’t idle

Help, Car won’t idle
96 GT. It will start up and run as long as I'm on the throttle. The problem is that it won't idle on it's own. I can keep my foot on the accelerator and keep it at 400 rpm's. As soon as I release the accel it cuts of. I checked the TPS with a multimeter and it seemed fine. Could the ICV cause this? I'm lost and any help would be great. Thanks in advance.

yesterday had took my 2000 GT to dealer and paid $270 to replace "air bypass valve." this seems to have corrected problem. see my post "stalls at idle."
if this is the fix for you, i think you can get it done a lot cheaper elsewhere (or do it yourself). dealer's price for part was $94.
