Default New car new problems

So I just picked up a 96 GT. Got it cheap since it has a bad clutch. What I didnt know until today, is that it wont idle until the engine has completely warmed up. And I mean a good 15 min in the driveway running with my foot on the gas or it just dies. It looks like someone even tried setting the idle screw way out on the TB. So where should I start looking? I plan on a full tune up with new plugs and wires. Maybe the IAC? Is there any way to look at it and know if it is sticking? Other ideas.

IAC valve is the likely culprit.

So once I replace the IAC, where should the throttle plate be set to? The stop screw is ran out over halfway, and I dont think it should be that far out.

That I can't help you with. Mine idles at like 750RPM.
