4.30 Gearing, lower control arms, intake plenum/TB, aggresive tune, drag radials, intake, and non catted exhaust will put you into high 12's - which should be able to take him IF HE'S STOCK. If you really want to get em, go into the engine with all that good stuff.
I have yet to see a 99+ GT run high 12s with this set of mods and no LT headers.

All the power mods you just listed gain very little (espcially the intake stuff) untill you have the headers on there. Before the cams my headers were accounting for over 1/2 my added horsepower.

Nitrous is cheapest. ($500-$800)
Supercharger is the best. ($2900-$4000)
Turbos could help you blow everything away but will cost you closer to $10,000 when all is said and done.
You can't just stick an intake or exhaust on your car and expect to be running with C5 vettes. The naturally aspirated way to beat vettes will certainly cost as much or probably more than a supercharger.
Drag radials and suspension things will help you hook up for a quarter mile but honestly, you'll still be underpowered.

Is the Corvette an automatic or manual?

If it is a manual it will run high very 12's low 13's. If it's an automatic it will run low to mid 13's.

The long tubes, drag radials, gears and so on will get you good numbers in the 1/4 but you still will not be making as much power as the Vette. This will even up the sprint to the 1/4 mark but the Vette will still be faster all around.

I think it would be difficult for you to take him, unless you have some pretty serious mods. headers, cams, better axle ratio and I think you might do it. Cheapest and quickest would be NOS and a set of drag radials.

If he has the stock run-flat tires, they are not the grippiest in the world off the line, and he may not know how to launch it. That could help.
