I was going to say DMV, but I was thinking it would be a security issue, and they would say no to anything you asked about the owner. Its worth a try, what can they do?

I would say you have a better chance of getting the number to the people that own it now from the dealership. Doesn't seem like the DMV would help you out much. But it's worth a try because the worst they can say if you ask is "no we can't do that."

uuhh yeah no.
A cop will not run the VIN for you unless they have probable cause. My wife's ex pulled that crap with me and he got fired from his customs job for it. He reverse looked up my license plate number to get my drivers license info and even pulled my parents info. All it took was me calling his field office supervisor and filing a quick complaint over the phone and a signed statement from me saying I was filing a formal complaint.
I doubt your friend would want that crap on his head.
Anyways, in most states you the driver have the option of making your records public and available to anyone that asks for it. I've yet to figure out why someone would, but some do. Perhaps the person that bought your car is that kind of individual. Give the VIN to the DMV, MVD, or whatever they call the motor vehicle dept in your state and ask if you can have the records pertaining to the cars owner. If they ask why, it's up to you what you tell them.
