I have a fairly stock 83GT. I already have a newer and recently ran Edelbrock 750Cfm laying around. I dont want to spend money so, If this carb is rejetted and ran lean would it be ok to run? Or is it out of the question.
I really DO NOT want to spend money on another carb though. Carb guys, can I make this work with smaller jets and even a very lean fuel setting?
Dont think so... you'll just end up washing your cylinder walls down with gas an that is not a good thing... there is much more to a carb than the jets...

It's a common misconception that a carb that is too big can be "jetted down" to work on a smaller engine or one that does not require that size carb. Without getting overly technical, jet size will not affect the amount of air that the carb flows.. Carbs work on air flow, if the carb is too big there will not be enough velocity (air speed) for the circuts to work properly. Sell it or trade it for a smaller carb.
