That almost sounds like a bearing take a dump possibly in the charger itself with the way it has a hollow echo to it but I can't be certain. I would probe around with a stethascope to pin point the noise if I was you. My buddy had a similar noise on his 93 cobra with the same charger and that noise was his bearing.
