Default PCM Help

I need some PCM help. I've got a 91 Towncar with a 90 Mustang 5.0. Ran great for 2 years then ran ruff and black smoke, chugging Etc. Got it home and checked timing. Way off so new gears and chain installed. Retimed, 42 psi on rails, all ohm's and voltages within specs on coils. Injector test light shows injectors firing. Shows spark at plugs. Code reader shows a 23 but shouldn't keep it from starting. But wont start. I did change out the wiper motor and engine cleaned the firewall. I didn't realize the PCM on 91 TC is directly under Power Booster for brakes. Pulled pcm out and lots of gunk and waxy stuff on male probes in pcm. So gasket may have leaked. I'll clean female connector side of the harness really good. But I want to change out pcm just in case. This one marked M0Z2,
EECIV SFI-SD12, 60SS12AN650-AC,
18620 - 466 0C17 All those "S's" could be fives but they look different than the "AN650-AC" five. You pro's would know. How can I cross ref this number to know if I can use anther PCM say a A9L. Any help greatly welcome. 55yr old disabled geezer with a nice ride. Rick in NC

Did the timing gears get installed correctly? Did it run after they were installed?

Nope, hasn't run since being put back together. Everything looks like it should. That's why I'm going to change out the PCM. It's the only thing I haven't changed. Do dealers have a PCM tester? Thanks for the help Rick
