Default Terrible gas mileage question

I'm getting 13-14mpg in my '94 GT convertible (pretty much all city driving), and I've been using 92-grade gasoline (from BP) for several tanks now. I used to get almost 23-24mpg (doing a lot of highway driving, but nevertheless..), and I'm pretty sure I was using 87 at the time. My timing is still set at the stock setting, so that's unchanged, and I've got 2.78 gears..

I haven't done my tuneup (plugs, wires, fuel filter, etc.) yet, so I'm still optimistic that the tuneup will help, but I'm really not sure. I remember getting at least 16-18mpg (with mostly city driving) a while ago, and now it just seems like getting more than 14mpg is an absolute challenge. What gives?

do a tune up it'll help but don't expect great gains none of the 5.0 's do very well in town

See, that's what I don't understand. I drove the same car the same way (in terms of shift-points and all) before and I distinctly remember getting 16-18mpg in-town a while back. But now I'm lucky if I even hit 14, and that's with 92 (I realize 92 isn't really going to do me much good for mpg versus quality 87, but I'm pretty sure I went with some low-grade 87 before..)

hold your air filter 10 feet away from a light. if you cant see the light through it, change it.

I put in a K&N drop-in filter (E-0940) the other day, so that should be OK. I pulled the silencer at the same time.

And as for wasting money on 92, I'm aware. I'm probably going to advance my timing, though, so..yeah. My only concern there is how much worse my mileage is going to get, considering I'm struggling to even get 14mpg now..
