think of a stall convertor as what clutch is to a manual trans car!!! a stall convertor with a higher stall speed allows you to bring thew rpm's up before the torque convertor starts to flash and allow the car to start to roll... the higher you can bring the r's up without tranny engaugement the harder it'll launch

Basically, a 3000rpm stall converter will be the same exact thing as a 3000rpm clutch dump.
