alright, so say a brand new motocraft tps says 1.32v at idle, tb blade closed, and another tps says the same thing, what can be done to get the volateg down on an sn95?

If that is the case...... you either have an electrical problem, the TB blade is still open (past its acceptable base idle point), or both TPS are fubar.
