That is your perge from you cabon canister. It should hook into you upper intake i the front. If it fell off, you have a major vacuum leak.

Get rid of that you can unplug it w/t out geting a check engine light.

Look like it was disconnected since it still has the clamp on the end, it routes behind the alt and slightly under the dist up to the upper intake plenum.

what is with you guys and losing those emmisions they dont rob you of any power what so ever all it does it help you from wasting more gas than you need to. just connect it back up and youll be good
