Default Idle Sticking at 2K

I have a 92 GT with Holley upper and lower intake & holley cam, BBK Cold Air, BBK Headers, aluminum cylinder heads, pulleys, etc and have had idle problems with the car for some time now. When I first got the car, it ran like **** and would die when coming to a stop/downshifting.
I recently cleaned up the mass air flow and replaced the Idle Air Control, which dramatically improved how the car runs. I also turned the idle up a bit to run at a little under 1K. However, now instead of dying the cars idle will shoot up to around 2,000 and stay there while at a stop or even when in gear and while moving. I checked the throttle and its not getting stuck, so Im kinda stumped. Any suggestions??

Also forgot to mention that braking and downshifting dont effect the idle sticking at 2K, BUT turning the car off and restarting it usually resets the idle back to normal (for the time being).
