It has to be welded in and because of the angle on the flanges you can just center it on the frame rails over rear end and weld away.Let the rods with heim ends hang down with the brackets attached, then weld the brackets to the axle housing.Have someone the same weight as you sit in driver seat,no one in passanger seat and adjust the passenger side so the bolt can be easily removed.

So its cool to put the actual bar directly above the axle housing....im assuming that it needs to be on the ground correct...not on jack stands

You can weld the bar itself to the frame on stands,the end links it needs to be on the ground or you could use a drive on hoist as long as the weight of the vehicle is supported by the tires.
