Battery Charging Problems?
Battery Reads 11.8 Volts
Car wont start unless its jumped off, It will run and I turn the head lights on they get brighter as I rev the car up then after a minute or so the lights go off and the car starts running like **** then it cuts off, battery & alt are new and i had the alt tested and was it okay....
also do 86 mustang have external voltage regulators?

I just took my battery back for a replacement literally last week, The battery is holding 11.8V right now, Also if I start the car and unhook my battery cables the car dies and its a fuel injected car

You're obviously having a charging problem. Also just because the battery is reading 11.8v doesn't mean it will hold that under a heavy load such as starting the car, or running all your accessories. I had a very similar problem of having to jump the car every time I started it, unless it ran for a very long time shortly beforehand. I got a new battery and the problem was solved. Either that or your alternator connection to the battery is faulty.

check and see if you alternators (since its good) charge is even making it to the battery, use a volt meter on the two battery post while its running and see what the voltage output is, it should be higher than twelve. If its not then its a wiring problem (since you say the alternator is good) the first thing i would do is open up the wiring harness close to the alternator (its a big one) and find the alternators fuse link and test it for continuity on both sides. If you alternator and battery is are good, and you aren't charging its in the wiring. Its possible when the battery died the first time and you jumped it you blew this fuse link.
