Default valve covergasket install

I was removing upper intake and when I went to take out the back passenger side bolt I saw that this bolt has a threaded stud coming from the top of it and that a nut clamps down the flat end of a piece of pipe. the pipe doesn't slide off easily and I don't want to break it by yanking it off. anyone run across this? its to the right of the 2 electrical hoses. thank you.

dug a little deeper with a better light and mirror. the other end goes to the lower intake, driver's side rear bolt/stud, #8 in the torque sequence. in alldata, it shows the stud/bolt on the upper but not the similar type where it connects on the lower. and it doesn't show the rod between the 2. pretty safe to say the upper hasn't been off before. wonder what the purpose of that rod is?

the rod connects the 2 studs I mentioned. 1 stud on the upper, 1 on the lower. maybe it was used during the assembly process while parts were a flying in the factory.

the rod in the pic attaches the upper to the lower in the rear of both,
