There is a vacuum line to the egr , but no vacuum is present at idle. The computer determines when to open the egr and triggers a solenoid located in the passanger side fender well. Known as the egr vacuum solenoid it is what operates the egr.

You should have a vacuum line that is White or off White in color that goes from the EGR to the rubber 4 port distributions block that is behind the passenger side strut tower. That is if someone hasn't eliminated all the emissions and this rubber distribution block.
