95 GT gauges stopped working - everything gone

95 GT gauges stopped working - everything gone
My dad has a 95 GT. He has factory gauges and they all stopped working, along with the odometer. I pulled the gauge pod and see that there is a small circuit board in a slot on the back, AND there is of course the green circuit pad on the back of the whole gauge face.
Is this a common problem? If so, is there a contol box that feeds this info to the gauges or does the car probably just need a new gauge cluster?
I think the temp, amp and oil pressure might still have the needles move to some kind of read out, but it is not accurate, meaning the needles move but not to what is a correct read out (i.e. showing any normal operation temp from a cold start, and shy high oil pressure, and so on). The speedo and tach also just sit at 0 no matter what... they don't move at all.
Any help is appreciated. I would like to buy the parts he needs to fix it and it would just be a stock replacement, no upgrades or conversions. If anyone had a lead on whatever the part would be to fix it, please steer me in the right direction.

disconnect the negative battery cable, disconnect both instrument cluster connectors, remove fuse 15 from instrument fuse panel. check for continuity at fuse 15.
