Default Need advice on 65 battery tray

I can't get this thing out. I removed the two bolts holding the brackets below the tray and one bolt going down through the tray from the top, but it it still being held in. I have a bolt with a nut on the end of it showing under the car about where the circled area is on the tray. However, on the tray, that is just a round raised area, no bolt head. Is that holding it in? The nut under the car is not budging, not even after soaking with PB Blaster. I am thinking about just cleaning it up in place since it does not look too bad. But, I really wanted to get under it to clean it up right.

I had to cut most of the bolts off that held my tray in. Theywere rusted so bad they wouldn't budge either.

That is holding you, it should break off with enough torque, or you may need to grind the head off the bolt as well. We had to grind.
