could my fuel filter be clogged?

Default could my fuel filter be clogged?

as some of you know i have been having some problems with my tank leaking and everything, and after replacing the o-ring on the sending unit twice only to have it still leak pretty badly ive decided to just replace the tank all together.

but my newest problem is that when i go to start the car and i know there is gas in the tank, it sounds like there is nothing getting to the motor. so im wondering if my fuel filter could be clogged possibly. i just dont want to burn out my pump or anything, any suggestions?

Fuel filter is an easy swap and pretty cheap part, definitely worth trying a new one.
