The 3M tape you are talking about is super strong, however for the amount of surface area I believe you have where the bracket is to stick it down, probably wont be enough area without a bolt to do the job. I am sure when you drive those louvers get a fair amount of air turbulence and although the tape is strong (shear stength around 25-35 psi) it's not worth the risk for other vehicles behind you. You could always tape them down if the mount is completely flat to the outside of the car. Then drill through the tape with the louver in place. I don't have a 70 model but the set up of those may allow you to. The 3M VHB tape is waterproof however you would want to silicone right around the bolts. More than likey the bolt and the tape will bond together while you torque it down, waterproofing it.
