Well, first get yourself a set of headers/dual exhaust system (2" would do but I would not go above 2 1/4"). Upgrade your distributor to a Pertronix ignition system, make sure plugs, coil, cap and wires are in good working order. Then get yourself a nice, inexpensive dual plane intake manifold and a small 4 bbl carb (stock Ford, Holley or other manufacturer not larger than 600 cfm). You might be able to find a 4 bbl carb/intake combo from a local Ford person that has one lying around or from Craig's List or E-Bay for a relatively cheap price. That should put you easily into the 250 range without breaking onto the engine itself and at under $1000. Don't even need to do it all at once. Upgrade as budget and 'great finds' allow. Anything larger than the 2" or 2 1/4" exhaust and small 4 bbl will be a waste and probably hurt performance as you will still have the restrictive stock heads and cam.

Finding parts used is the best way to make hp on a budget. Headers and an intake don't have any moving parts so the only thing you have to worry about is rust on the headers. Buying a used carb will probably put you ahead of buying new even if you have to rebuild it.
If you want go for more power than carb/intake/exhaust a set of GT-40 cast iron heads and a matching cam would be a great upgrade.
