Default Official way to time 0-60?

I've heard of many different ways to to time a 0-60. Does any one know the official way to time it?

Not with a G-Tech.

I think the "official" 0-60's are sometimes done on tracks with traction compound laid down. you'd be lucky to ever get those times on a real street.
