There should be a little piece in there called a flow restrictor. This is to keep the high pressure from popping off the hose.
If it is in place , and it still pops off, then you have a clog in the system some place , likey the heater core is plugged
I would try to do a flush of the system , using some kind of radiator flush treatment and see if it cleans out the build up in the heater core.
