Hi. Please forgive my ignorance, but what does it mean that the tuner is "locked"? And do you happen to know what the fee is to unlock it? And of course, is it still available?

Locked means once you plug it into your car it reads the vin # and then after that it will only work on that car. you can send them in to get them unlocked not sure how much but i have read that sct tuners cost about $150 to get unlocked.
