yes, if you want ungodly lag and top end (aka big single turbo Supra). certain applications require different setups. now that little 4-banger isn't going to spool all that well down low if it had a big turbo, but the smaller turbo running higher boost can be quite a combo
stone you are 100% correct, he could get a turbo slightly larger than that one and spool it with a small shot of nitrous and then launch OFF the N20 and the turbo is spooled yield more efficient results and possibly more power.
