All headlights have a vent tube on them , this is to give the air some place to go as it heats up and expands. These tubes act like a seal though when cooling down and creates a vacuum in the housing. If your headlight bulbs are missing the rubber or foam grommet that seals the bulb up then it will pull moisture in as it cools.

Some silicon around the bulb opening can remedy this. You don't need to seal the vent tube up and you don't have to use silicon, you can just get the foam seals that go between the fixture and the bulb base.
