Removing vinyl stickers or in this case stripes involves heat. You need to warm the the area the needs to be removed with a blow dryer. Start at one end and warm from the top. Not too hot just warm. Then get the edge lifted up and peel gently. Once you have some of it up use the blow dryer on the back side and follow along as you pull gently. Do not rush the process. Removing takes time. This should work on all things vinyl if not clear coated over.

Before:

After:

I live in Vegas, so I waited for a really hot day, stuck my finger nail under the decal and slowly pulled them off. Not much residue left at all. I worried way more than I should have. I also thought I liked my rocker decals, until I pulled them off. Now I really like the cleaner look.

Post a good quality pic of your car and I will take your stripe off so you can see how it will look.

I went out on a hot day after the car had been sitting in the sun and just picked at one corner til it came up, then a steady pull and they came right off. Including cleaning some adhesive off with bug & tar remover, it took all of 5 minutes to take all 6 pieces off.

Wait, what do you mean "someone has applied a layer of clear to the car"? Are you implying that someone actually sprayed clear coat over the stripe?
