They just turn with the wheel.
They actuall CLIP onto the wheel.
You can "turn" them while cleaning the wheel.
They got their name "Spinners" because in old racing days, looking for a way to change the tires faster they used to have them as wheel mounting bolts and you spinn them to get the tire off. It turned out having only one bolt/nut wasn't all that good of an idea!

No, they don't spin, they are fixed to the wheel.
They are technically fake "knock offs" not "spinners".
A Knock-off is a throwback to the old days of racing. Each wheel would be held on with one large lug nut instead of several. This was handy for fast tire/wheel changes. The nuts had those three large "wings" on them so that you could remove the nut (or tighten it) by striking it with a hammer...hence the term "knock off".
