So the suctions not strong enough to suck the water off of the air box bottom?

First off, the opening within the actual scoop is much smaller than the opening at the front of the scoop and is also located at the top. I believe this is the first defense against water intrusion into the system because most of the water that makes it back that far will fall below the intake tube.

There is almost no way water can make it into the tube because of the reason described above. Also where the hole is that connects the tube to the air box is not at the bottom of the tube (forming a dam) so no water will make it to the air box. I have driven in very heavy rain and I have never had any wayer make it to the box. Even if it did it wouldnt make it to the filter.
