They are for noise/vibration control. They are not present on the 06 or 07.

As far as I know you can remove them with no issues.

Theyre for resonance reduction. As your drivtrain turns itll actually create a resonace frequency, those are intended to reduce or cancel that frequency. DO NOT REMOVE THESE, you car will probably create a vibe.

This is rather strange.

My '06 doesn't have them. Neither did the '06 that I installed the Kooks headers on. I've only seen them on '05s. On both of those cars we removed them and didn't notice any ill effects.

You can always try unbolting them and see what happens. If you do get vibration then just bolt them back on.

Some times those weights (actually sometimes called called "boom dampers") are only on automatic cars in general. I will have to look under mine when I get a chance. I have a very late 06

Mine has them and I can still get the "rear end to sing" on certain roads and speeds. First time I heard it, I was alarmed. Another noise from the rear end - woulda thought that after the 800 years Ford has been producing this exact same rear end, they could have made it quiet. Wonder why they're going out of business?
