Very easy:
Get a pumb bob, or if you want to go the redneck route, tie a small heavy object (like a nut) on the end of a piece of string. You also need a ruler or tape measure.
With the car parked on level ground, hold the plumb bob string against the rear wheelwell so that the string drops down past the center of the wheel. Wait for it to stop swaying around, and then measure the distance from the string to the surface of the wheel using the ruler.
Repeat this same process for both sides. You'll have two measurements. The difference between the two is your offset. To get it centered, adjust the panhard bar so that the two measurements are the same.
You can do this with the rear axle up on jackstands too--just make sure the suspension is compressed. This way it's easier to measure-adjust without having to constantly raise and lower the car.
Once you get the adjustment set, don't forget to loctite and firmly tighten the jam nuts on your panhard bar so it doesn't move.
