Is this a LCA relocation bracket? Is it the same as the others?

As scrambler said, yes, that is an LCA relocation bracket.

However, I would advise against the CHE brand. The reason is that the CHE brackets have only one set of holes. That means you have only two choices: stock position, or the one optional position.

Instead I suggest BMRs (which have a total of three choices) or Steeda (which have four).

The BMRs have two positions that return the angle to stock on either a 1.5in drop or a 2.5in drop (or respective angle change if not lowered). I have Eibach Sportlines and the lower of the two holes returned my LCA angle to stock and solidified the rear end of the car quite a bit. I recommend them.

Yes those are the CHE relocation brackets. When installed on my car (not lowered) the passenger side bracket is hitting the sway bar.
