theres a black piece of plastic, that goes under the radiator, and attaches to the bottom of the front fascia.

huh? the back is fine; in the front, the screws have ripped out of the black thing, much like a piece of paper ripped out of a 3 ring binder.

it does, because i did. after i noticed it was hanging and busted, one time i backed up out of a parking space, and the plastic hooked onto the parking stone. it scraped a little. but thats not what im worried about.
