removing the restriction from your exhaust system should get you a power gain, nota power loss.

and regarding the legality of it, unless you have a decibel meter and can conduct some tests, theres no way to be sure, but i'm guessing going wide-open-throttle in your neighborhood would probably exceed legal limits. here is some reading material for you on that subject:
