Default Governor Question

My uncle has a Magnum and raced a Mustang. He claims he kept up until about 140 when the magnum pulled away. I am assuming it is due to the governor. Now is the s197 governor electronic and can it be removed with a tuner? Also can someone confirm that the tuners do not include aftermarket chips and that we are just re-flashing the factory ECU? Thanks.
