Well it's a blotter.. I understand all that as I am military also. Just not a Marine. But names won't appear on the blotter for tickets. Only for arrests. And you're right about his command. I know in my chain of command, they have no right to ask me what I am taking leave for. It's my personal business and they don't get involved.
Now going towards the military law of things, the military can't just take jurisdiction from the state and apply the same charges. The Jag would have to request such jurisdiction, and usually this would only be in a criminal case. Not a traffic violation. To much time and trouble. Now of course the Jag can have a pre-arranged agreement with the city for such violation. But again, I doubt they would do that for a traffic violation. On top of that, if the Jag did get jurisdiction, then he would not be penalized by the state. If in either situation they both asked for the same punishment for the same violation that would be considered "double jeopardy." So if the Jag really wanted to pursue such a matter, they would go after the person for some sort of "Conduct Unbecoming" but his driving points as far as hit post/base/installation is concerned won't/shouldn't be affected.
