S2k, I think you are right. I purchased mine from a reputable vendor and the fit was horrible.... There is a small gap between the lens and the bumper on my car. It is not VERY noticleable but, I am extremely picky. In any event, all of these things are being made in China and shipped over here. I really dont believe that there is any quality difference between the lights I purchased (for $100) and what you will find on Ebay...
Also, here is another link to a "silver bulbs" site. They are a must for your car if you go with clear corners.

I can't imagine them being outlawed if your flashing remains amber (or red, depending on local law). Stealth bulbs work great, they look White/Blue but bright Amber when burning.
