...ship tires and wheels?

Any of you guys have advice on the safest and cheapest way to ship a set of wheel and tires?

By train. Cheap and easy if you have a hub close to you and the buyer.

Just find the closest hub and they'll have shipping quotes for you. It's just like Fedex except with trains haha.
