All the filter manufacturers sell cleaning/reoil kits...but to be honest, I have never seen any independent tests of a new, factory fresh filter vs. a garage reoil.

I know for my S&B CAI, I can get a new filter for $30. For me, $30 a year is a smart move to make sure I always have a proper oiled filter. The CAI I have flows 20% better than OEM...but if I jack up the reoil...I probably lose most of that efficiency...and may wind up worse than stock. Then again, I wrench like a baboon.

I race dirtbikes religiously and go through 50 filters a year and went to throw aways on them too...but they are only $6 a pop. I like having a factory clean and oiled product with consistent results. It is worth a bit extra for that peace of mind.

Buy a new filter that pre-oiled right out of the box.
You can clean them, but why?
A pre-filter of some pantyhose on the new one will
facilitate easier periodic bug cleaning by replacing
the pantyhose pre-filter.
If you do clean it, Dont Use Compressed Air To Clean.
