are they welded or bolted on?

I wanted 4", but accidently ordered them with 3" tips, so I was wondering if I could change them later myslef, or if I need a weld shop to do it.

how do you like the 3" tips? I wanted 4", but as mentioned in my post, I wasn't paying attention when I commited to my order.
