It can be done with just a breaker bar, and there are some people that tried the really dumb idea of wedging a wrench against the ground and hitting the starter for a second to get it loose.

I am contemplating this mod myself. Do you need a custom tune when you upgrade the pulleys or are you good to go when they are on?
