I used a company called BAX Global a few years ago, they were reasonable and good, actually I had to ship wheels with tires on them.

I shrink wrapped 2 tires and wheels together (bought the shrink wrap at Lowes and put a piece of cardboard between them for protection) and shipped them Fedex. For just wheels, you could use packaging tape and put the boxes together to ship 2 at a time. Just watch the weight limitations so you don't get into the oversize rate catagory. They were cheaper than UPS.

FedEx Ground double boxed

If you visit fedex.com and sign-up for an account you can save 8% if you ship online.
