Thank you all for the feedback and advice - I drove it on the highway for about 10 miles yesterday and got the mpg up to 19. I guess it is just the fact that I do mostly city drivivng for short disatnces + idle for periods of time. I live in the Miami area so it is very hot. I'll keep an eye on it and also change the fuel filter next week.
