Those aren't controls for the radio, those are the buttons for the Cruise Control.

You need to read the owners manual. That's the cruise control.

The + and - are for increasing/decreasing your speed, respectively. To make your CC work, start by hitting the "on" button on the left. Then tap the + to set your desired speed. It may work if you press the -, but I'm not sure, I always use the +. If, while cruising, you want to increase or decrease speed, simply press the appropriate buttons. To resume normal accel/braking functions of your car, you can either press the brake or tap "resume" or "res."
